2.3.2: Three Flashes

What it means

At AAA, web pages must not flash at all — stricter than Level A. Remove flashing content rather than only reducing it below thresholds.

Treat any rapid flashing as unacceptable at this level.

How to fix it

• Eliminate flashing animations from marketing and alert components.
• Replace blinking cursor effects and strobing backgrounds with static or slow transitions.
• Review GIFs and Lottie files for repeated high-contrast flashes.
• Add design guidelines that ban flashing UI patterns.
